THE CONTACT STATED THAT WHILE EXITING FROM THE WHEEL CHAIR RAMP THAT WAS ATTACHED TO THE VEHICLE IN A WHEEL CHAIR, THE VEHICLE INDEPENDENTLY ROLLED AWAY AND CRASHED INTO A GATE.
