For 1999, the Buick Regal inaugurated the sale of GM vehicles in the Chinese market, with the 1997 design lasting through 2008. Following the 2004 model year, Buick retired the nameplate in North America, with the Regal replaced by the Buick LaCrosse.
For 2008, Opel introduced the Opel Insignia as its largest sedan, with Buick rebranding the model line as the Regal for the Chinese market. For 2011, GM reintroduced the Regal to North America, rebranding the Insignia sedan for North America. For 2018, Buick introduced the second-generation Opel Insignia, sourcing all production from Germany; alongside a first-ever liftback sedan, the Regal TourX was the first Buick station wagon in 22 years.
After 2020, as the division shifted away from car model lines, Buick ended sales of the Regal in North America.

THE WIFE SAID IT SMOKED AND THEN I DROVE IT AND I HAD A LOT OF SMOKE COMING FROM UNDER THE HOOD. SINCE THE REPAIR WE ONLY PUT 2,900 MILES ON THE VEHICLE. SURELY IF THE REPAIR WAS DONE CORRECTLY WE SHOULDN'T BE WORRYING ABOUT OUR SAFETY. THE CAR CAN'T BE DRIVEN AS IS. THE DEALER FLATLY SAID THEY WERE NO LONGER RESPONSIBLE FOR ANY MORE REPAIRS UNLESS I PAY THEM $1,100 TO REPLACE THE VALVE COVER AND VALVE COVER GASKET. THE CAR IS REGISTERED AT THE DEALER UNDER NL COMPANIES BECAUSE I HAVE A RENTAL. THEY CAN'T SEEM TO PUT IT UNDER MY NAME. I CAN APPRECIATE THEIR RELUCTANCE TO REDO THE REPAIRS BUT THERE IS NO WAY OIL SHOULD BE LEAKING AGAIN ON THE MANIFOLD AFTER 2.900 MILES. THEY WROTE DOWN THE WRONG MILEAGE ON THEIR 5/30/18 INVOICE. I FORGET ABOUT THE PROBLEM WHEN I GET HOME SO NOW I FINALLY REPORT IT IN 2018. THE PROBLEM APPEARS TO BE A FACTORY DEFECT BECAUSE THE SWITCH AND STEERING WHEEL ARE NOT DAMAGED. - Summary: ON THE EARLY MORNING OF 03/08/2016 AROUND 5:50AM ON MY WAY TO WORK, THE CAR LOST ALL POWER AS I WAS TRYING TO TURN LEFT ON TO A COUNTY ROAD. I WAS ABLE TO STEER THE CAR OUT OF TRAFFIC COMING FROM THE OPPOSITE DIRECTION AND ALMOST WENT DOWN THE DITCH DUE TO THE STEERING WAS VERY HARD TO TURN. I PUT THE CAR IN NEUTRAL AND RESTART THE CAR CONTINUING TO GET TO MY DESTINATION. AT THE NEXT INTERSECTION, THIS HAPPENED AGAIN AS SOON AS I USED THE TURN SIGNAL (I WAS TURNING RIGHT THIS TIME). I RESTART THE CAR AGAIN AFTER PUT IT IN NEUTRAL. THIS PROBLEM IS NOW WILL OCCUR EACH TIME I USE EITHER TURN SIGNAL LEFT OR RIGHT. I CONSIDER THIS IS A SAFETY PROBLEM BECAUSE ACCIDENT CAN OCCUR IF SOMEONE DIDN'T KNOW HOW TO REACT WHEN IT HAPPEN THE 1ST TIME ON A BUSY ROAD.

The National Highway Traffic Safety Administration (NHTSA) has issued 5 recalls for different components of the 2003 Buick Regal.

- Summary: General Motors LLC (GM) is recalling certain model year 1998-1999 Chevrolet Lumina and Oldsmobile Intrigue, 1997-2004 Buick Regal and Pontiac Grand Prix, 2000-2004 Chevrolet Impala, and 1998-2004 Chevrolet Monte Carlo vehicles. The affected vehicles were previously repaired under recalls 08V-118, 09V-116, and 15V-201 to address the possibility that engine oil may drip onto the hot exhaust manifold.
- Consequence: Engine oil that drips onto the hot surface of the exhaust manifold may result in a fire.
- Remedy: The remedy applied under recalls 08V-118, 09V-116, and 15V-201 did not adequately remove the safety risk. Under the improved remedy, dealers will replace the engines front valve cover and gasket. Vehicles that are covered by recalls 08V-118, 09V-116, or 15V-201 that have not yet received the original remedy will instead receive the improved remedy under the original recall number. The recall began on February 19, 2016. Owners may contact Chevrolet customer service at 1-800-222-1020, Buick customer service at 1-800-521-7300, Oldsmobile customer service at 1-800-442-6537 and Pontiac customer service at 1-800-458-8006. GM's number for this recall is 15757. I compared the Joseph Abboud Edition Regal to several imports that sell for thousands more. I'm so glad I saved the money because this is a fantastic car.

The Series II 3800 V6 engine has plenty of underlying power when you need it. Road noise is nonexistent, and the suspension is sure and straight. The cabin visibility is good overall, and the controls are easily accessible. Additionally, the night turning lights are great for seeing in the dark.

I purchased this car for 15K after trading in my Accord LX V6. The car was in need of new tires as the 215.70.15 tires it came with were limiting the handling and making a lot of noise. I decided to replace them with Yoko Avid 235.60.15 tires and the difference was noticeable. The torque on this car is fantastic and far superior to the Honda 3L. The transmission is also well-matched to the excellent 3.8 torquemeister. The second priority for me is to replace the shocks, and I would love to have the Koni option. Although the car is handsome, it tends to blend in with the crowd. The standard ABS with 4wdisc is excellent. The seats could be firmer, and I would prefer a 20-gallon tank. The only issue I have had so far is with the aftermarket struts.

The vehicle I own has a very symphonic quality to it. However, I have noticed that there are some creaks and squeaks that can be quite bothersome. It seems that GM has used some cheaper materials for the interior. Perhaps I should have waited for the 'quiet tuning' option.
