The Ford Crown Victoria Police Interceptor (colloquially referred to as the CVPI, P71, or P7B) is a four-door, body-on-frame sedan that was manufactured by Ford from 1992 to 2011. It is the police car version of the Ford Crown Victoria and was the first vehicle to use the Ford Police Interceptor name.

From 1997 to 2013, the Ford Crown Victoria Police Interceptor was the most widely used automobile in law enforcement fleets in North America, namely the United States, Canada and Mexico. It was also used for this purpose on a more limited scale in other regions, such as Europe and the Middle East.

History

After the discontinuation of the Chevrolet Caprice, the Ford Motor Company held a near-monopoly on the market for police vehicles in the United States and Canada for over a decade. The conventional rear-wheel drive, V8 power, and body-on-frame construction were considered advantageous for police use. The body-on-frame construction allowed inexpensive repairs after collisions without the need to straighten the chassis. Rear-wheel drive was deemed better for hard maneuvers and more robust than the front-wheel-drive competition for rough driving over curbs and other obstacles in the urban environment.

Although CVPIs were not sold directly to the general public by the manufacturer, they were widely available in North America as used vehicles after being decommissioned. The cars were in demand by taxi companies and others who wanted a safe, durable, and/or inexpensive car, and those who needed a car with a large back seat.

The CVPI came equipped with many heavy-duty parts, such as a revised transmission, and a 186 kW (253 PS; 249 hp) engine. Used versions are normally stripped of any police decals, equipment, police radios, and emergency lights before being sold or auctioned to the public.

Common 2003 Ford Cvpi problems

Based on complaints from owners of the 2003 Ford Crown Victoria Police Interceptor (CVPI), several common problems have been identified:

  1. Air Conditioning Issues:
    • Owners reported issues with the air conditioning system, including the compressor not activating, delayed cooling, or unusual sounds when the compressor kicks in. Possible causes include pressure issues, leaks in the high-pressure line, or a faulty compressor.
    • Solutions: Checking for leaks, replacing the high-pressure line if necessary, and ensuring proper functioning of the compressor are essential steps to address these air conditioning problems.
  2. Headlight Control Module (LCM) Failure:
    • Complaints included headlights turning off randomly, failure of low beams to work, or lights staying on after the car is turned off. These issues are often attributed to a faulty LCM, a common problem in the 2003 model.
    • Solutions: Replacing the LCM with a new unit or addressing any wiring issues in the steering column can resolve headlight control problems in the 2003 CVPI.
  3. Intake Manifold Leaks:
    • Owners reported symptoms like ticking noises, exhaust fumes smell, and coolant leaks at the back of the engine, indicating potential intake manifold leaks. The original plastic intake manifold design was prone to leaks.
    • Solutions: Upgrading to an aluminum crossover tube intake manifold can prevent leaks, and addressing any coolant leaks promptly is crucial to prevent engine damage.
  4. Spark Plug Issues:
    • Spark plugs popping out of the engine, especially while driving, can lead to fuel injector issues and engine damage. Debris accumulation on the spark plug threads can cause them to loosen over time.
    • Solutions: Repairing loose spark plugs involves honing out the threads, installing a threaded insert, and torquing the spark plug correctly to prevent further damage.
  5. Idle and Acceleration Problems:
    • Complaints included rough idle, high RPMs at idle, and erratic engine performance during acceleration. Issues with the Idle Air Control (IAC) solenoid and PCV system were highlighted as potential causes.
    • Solutions: Checking and replacing the IAC solenoid, ensuring proper PCV system function, and addressing any vacuum leaks can help resolve idle and acceleration issues in the 2003 CVPI.

By addressing these common problems reported by owners of the 2003 Ford Crown Victoria Police Interceptor, car owners can ensure better performance, reliability, and longevity of their vehicles.

What was the worst year for the Ford Crown Victoria?

The worst year for Crown Victoria in terms of reliability was arguably 2008. This model year was marked by a number of common problems that plagued owners, including transmission troubles, blown head gaskets, and failures of the fuel pump.

How many miles will a Crown Vic last?

Anything can happen at any age or mileage, but generally speaking, the 4.6 OHC modular engine as installed in most Crown Vics, Grand Marquis, and Town Cars are good for a minimum of 300K miles with an oil change every 6K miles.

How fast can a CVPI go?

The 2004–2011 Police Interceptors are equipped standard with an open 3.27:1 rear axle (axle code Z5), with a traction-lock (Trac-Lok) 3.27:1 rear axle (axle code X5) optional, and are electronically limited to 129 mph (208 km/h) due to critical drive-line speed limitations.

Are Crown Vics cheap to fix?

Today, you're still likely to find this car being used as a reliable commuter or as a budget-friendly first car for teenagers.

What engine is in a CVPI?

4.6 L 2V SOHC V8

Comparison with standard Crown Victoria. Both cars use the same 4.6 L 2V SOHC V8 (both Flex Fuel starting in 2008), Ford modular engine, and Ford four-speed automatic transmission.

Was the Crown Vic a good cop car?

Performance, reliability, and cost are among the factors that make the Ford Crown Victoria the "best cop car of all time," according to Haloid Fleet. If you've been in the law enforcement industry for any length of time, you likely know about the deeply rooted love of the Ford Crown Victoria.

STEERING,WHEELS PROBLEM

  • Date Of Incident: 2013-08-19
  • VIN: 2FAHP71W23X
  • Components: STEERING,WHEELS
  • Summary: I JUST READ ABOUT THE STEERING COLUMN RECALL ON THE CROWN VIC, CVPI, AND GRAND MARQUIS 2005-2011 AND I AM NOT SURE WHY THE 2003-2004 MODELS ARE NOT INCLUDED. THEY HAVE THE SAME ISSUES DESCRIBED IN THIS RECALL. I HAD MY 2003 CVPI IN THE SHOP LESS THAN A MONTH AGO DUE TO SOME STEERING ISSUES I'M HAVING (A LOT OF NOISE DURING DRIVING AND WHILE TURNING) AND THE OUTCOME WAS THAT MY CAR NEEDS A STEERING COLUMN FLEX COUPLER (SHAFT, LOWER) AND THE LOWER BALL JOINT (CONTROL ARM) ALSO NEEDS REPLACED DUE TO EXCESSIVE CORROSION. SO AGAIN, I'M ASKING WHY IT'S NOT PART OF THE RECALL? ALSO, I'M HAVING THE SAME ISSUES WITH MY TIRES THAT A LOT OF OTHER CVPI OWNERS ARE HAVING CONCERNING THE CRACKS IN THE RIMS. MY TIRES ONLY HAVE A FEW THOUSAND MILES ON THEM AND I'M HAVING TO PUT AIR IN THE PASSENGER REAR TIRE ABOUT ONCE A WEEK DUE TO LOSS OF AIR PRESSURE. (I'M LOSING ABOUT 20 PSI A WEEK ON AVERAGE). THE TIRES HAVE BEEN CHECKED AND ARE FINE. *JB

EXTERIOR LIGHTING PROBLEM

  • Date Of Incident: 2011-05-16
  • VIN: 2FAFP71W43X
  • Components: EXTERIOR LIGHTING
  • Summary: I JUST PURCHASES AND TOOK POSSESSION OF A 2003 FORD CROWN VICTORIA POLICE INTERCEPTOR. I DROVE THE VEHICLE FOR A COUPLE DAYS DURING DAYLIGHT HOURS WITH NO ISSUES. HOWEVER, ON THE FIRST NIGHT I DROVE THE VEHICLE (WELL AFTER SUNSET) I EXPERIENCED NUMEROUS OCCURRENCES OF THE HEADLIGHTS GOING OUT COMPLETELY FOR EXTENDED PERIODS OF TIME (RANGING FROM SEVERAL SECONDS TO SEVERAL MINUTES). THE ONLY WAY I WAS ABLE TO CONTINUE DRIVING THE VEHICLE WAS TO HOLD THE HIGH/LOW BEAM SWITCH IN THE HIGH BEAM POSITION. IF I WERE ON AN UNLIT ROAD THIS SITUATION COULD HAVE EASILY RESULTED IN A VEHICLE CRASH, POTENTIALLY DAMAGING OR DESTROYING THE VEHICLE AND INJURING OR KILLING MYSELF AND/OR ANY NEARBY PEDESTRIANS. I HAVE SEEN THE CLOSED INVESTIGATION #PE08066, WHICH STATES THAT THE REASON THIS ISSUE WAS CLOSED IS BECAUSE IT HAS NOT RESULTED IN A DEATH. BEING A VOLUNTEER FIRE FIGHTER AND EMERGENCY MEDICAL RESPONDER, I DO NOT CONSIDER THIS TO BE AN ACCEPTABLE REASON FOR CLOSING SUCH AN OBVIOUS SAFETY ISSUE. I HAVE LEARNED THAT THE COST TO REPLACE THE DEFECTIVE CIRCUITRY IS UPWARDS OF $500+ FOR THE PART ALONE, NOT INCLUDING LABOR COSTS. *TR

I SEE FROM INTERNET SEARCHES THAT MANY MANY HAVE HAD THIS SAME PROBLEM.THIS PART IS ALMOST $600 FROM FORD. IT APPEARS THAT FORD HAS A SAFETY ISSUE HERE THAT THEY ARE AVOIDING. I'M SURPRISED THAT NO RECALL IS IN EFFECT. AT LEAST FORD SHOULD OFFER SOME GOODWILL SUPPORT TO THEIR CUSTOMERS BY LOWERING THE PRICE OF THIS PART.... *TR

THESE EVENTS HAVE BECOME INCREASINGLY FREQUENT TO THE POINT THAT NOW THE LIGHTS WILL FAIL SEVERAL TIMES ON EVERY NIGHT TRIP. HITTING A BOX CALLED THE "LIGHTING CONTROL MODULE" MAY ENCOURAGE THE LIGHTS TO TURN BACK ON TEMPORARILY. *TR

  • Summary: I WAS DRIVING TO SCHOOL DECEMBER 3RD, 2008 WHEN I NOTICED MY BLINKERS (FLASHERS) WERE NOT WORKING WHEN I WAS MAKING LANE CHANGES. AFTER WHICH I NOTICED THAT MY HEAD LIGHTS, DASH BOARD LIGHTS AS WELL AS MY HAZARD LIGHTS WERE NOT WORKING. I WAS TOLD THAT THIS WAS DUE TO A LIGHT CONTROL MODULE FAILURE. THIS ISSUE IS ALSO AFFECTING MY SEAT BELT ALARM AND LIGHT. IT IS CURRENTLY ON GOING AND HAS NOT BEEN CORRECTED DUE TO MY CURRENT RESEARCH ON THE MATTER. I AM ONLY WRITING THIS COMPLAINT DUE TO THIS INFORMATION I FOUND: "THIS AGENCY HAS EXPERIENCED SEVERAL FAILURES OF LIGHTING CONTROL MODULES ON 2005 FORD CROWN VICTORIA?S. WHILE DRIVING DOWN THE ROAD, WE HAVE EXPERIENCED A SUDDEN LOSS OF HEADLIGHTS, AND IN SOME CASES, THE HEADLIGHTS HAVE NOT CAME BACK ON FOR A SUBSTANTIAL PERIOD OF TIME. THE FAILURES OCCURRED WITHOUT WARNING. WE HAVE CONTACTED FORD FLEET SERVICES AND MADE THEM AWARE OF THE ISSUES BUT AT THIS TIME THEY HAVE NOT ISSUED ANY RECALLS. WE HAVE ALSO CONTACTED THE NHTSA OFFICE OF DEFECTS INVESTIGATION (ODI) AND FILED A COMPLAINT. ODI HAS CURRENTLY OPENED AN INVESTIGATION INTO THE ISSUE WHICH IS REFERENCED UNDER NHTSA ACTION NUMBER : PE08066. DUE TO THE SAFETY ISSUE OF THIS DEFECT AND THE COST ASSOCIATED WITH REPAIRS, I WOULD ASK THAT ANYONE WITH THIS PROBLEM CONTACT THE NHTSA AT 1-888-327-4236 AND FILE A COMPLAINT IN AN ATTEMPT TO HAVE A RECALL ISSUED FROM FORD. THE CURRENT INVESTIGATION COVERS FORD CROWN VICTORIA?S AND MERCURY GRAND MARQUIS?S, MODEL YEARS 2003-2005."
